My conclusion is that, while Mr. Binns

may not be as highly qualified and experienced on

den

port engineering as Mr. Buck or one or two others,

he has the great advantage of being known to and

liked by Sir David Owen.

Unless we receive any

adverse information from the Crown Agents, I think

that this last point is decisive.
